► Dollar Thresholds for Exempt Transactions Increase
Financial regulators on November 8 announced that the dollar threshold at which higher-priced mortgages
become subject to appraisal requirements will increase from $25,500 to $26,000 in 2018. The Federal
Reserve and the CFPB also said that the threshold under which consumer credit and lease transactions
under Regulation Z (Truth in Lending Act) and Regulation M (Consumer Leasing Act) are exempt will increase

► OCC Updates Guidance on Bank Supervision
OCC has updated its Comptroller's Handbook related to bank enforcement actions and connected matters.
The updates provide guidelines on consistent terminology, communication, format, follow-up, analysis,

► OCC Updates Booklet on Branching, Relocations
OCC has issued a revised Comptroller's Handbook booklet on branches and relocations that replaces a
booklet issued in 2009. The new document incorporates updates following the merger with the Office of Thrift
Supervision and regulations revised in 2015. Download the booklet.
► ABA Updates Enforcement Action Database
ABA recently updated the enforcement database to reflect three new enforcement actions issued in October
by the Board of Governors of the Federal Reserve System. Banks and non-banks were cited for violations of
the Flood Disaster Protection Act and Section 5 of the Federal Trade Commission Act totaling $19,000 in civil
money penalties and $5,000,000 in consumer restitutions.
In addition to the new enforcement actions issued in October, ABA also added a new category of violations to
the database – Bank Secrecy Act cease and desist orders. Access the database.
► ABA Releases IT Examination Resource Guide
ABA has published a guidebook and companion to the FFIEC IT Information Security Booklet, which
reformats the exam booklet into a checklist with direct links to cross-referenced statutes, regulations and
guidance. Bankers can use the guide to easily review exam questions side-by-side with the IT handbook’s
